Blur

Can I blur a background? I know I can do it with Photoshop but for speed I took a photo>duplicated it,cropped the center which I wanted highlighted in colour and made the background photo black and white. I want to blur the background a little to give more emphasis to the top layer. I see that I can sharpen but can I blur?

Sorry sorry sorry I should have searched first and I find there is no Gaussian blur or similar. Please something like this for a future update, would save a lot of time!!
