Shatter transition

That effect can't be done in PSP.

Those are not the same "shatter" effect. The one rzkybznz refers to looks more like a posterize effect applied proceduraly to an image. The colors are split into individual layers and then rotated separately in a fan like manner. At least that's what I THINK is happening.

I thought this looked familiar. The OP has been asking about this effect, on and off, for about 8-9 years, and no one has offered a method to do it in PSP.
